Agreement signed to update Afghan PoR cards

ISLAMABAD, 14 July 2008 – The UN Refugee Agency, Pakistan’s Chief Commissioner for Afghan Refugees (CCAR) and the National Database and Registration Authority (NADRA) have agreed to improve the quality of information of registered Afghans and update or modify the Proof of Registration (PoR) cards issued in 2006-2007.

The agreement is part of several initiatives to help the Government of Pakistan manage the registered Afghan population, as a follow up to the Census and Registration of Afghans in 2005 and 2007.

“The latest agreement shows UNHCR’s commitment and resolve to support the government and people of Pakistan to manage registered Afghans in the country,” said Guebre-Christos. “The agreed programme will not be a new registration. It is only meant to update, correct and modify existing Proof of Registration cards for registered Afghans.” 

Targeted individuals include babies born since the Registration, who will need to be listed on their parents’ PoR cards, as well as children who have turned five years old and now need their own cards. 

A launch date for the PoR card modification programme between NADRA and CCAR will be announced later.

The Government of Pakistan through NADRA, and in collaboration with CCAR office, has registered 2.19 million Afghans in 2006 and 2007 with financial and technical support from UNHCR. Some 300,000 registered Afghans have returned since the registration, and around 1.8 million registered Afghans still live in Pakistan.
