Afghans in Jhang, Chitral to start pilot registration on 1 October

The government of Pakistan will conduct a pilot exercise for the registration of Afghan citizens in Pakistan in two selected locations – Jhang in Punjab and Chitral in North West Frontier Province – starting on 1 October 2006.

Only Afghans who were counted in the February-March 2005 census by the Pakistan government can take part in the registration exercise. Those eligible must be in the same location where they took the census as the information to be verified and collected is area-specific. The head of household who was included in the census must accompany the whole family to the designated centres.

The pilot registration by the National Database and Registration Authority (NADRA) is aimed at testing the mechanisms for the nationwide exercise that will follow.

Eligible Afghans in Jhang must go to the NADRA centre at the old GTS Bus Stand near the Shell Pump Main Bazar between 1-7 October, from 9 am-5 pm daily. Those in Chitral must go to the NADRA site at Darosh between 1-29 October, from 9 am-5 pm daily. Those who miss the deadlines will not be registered.

To facilitate registration, they should bring official documents establishing their identity (ie. Tazkeras, passports, driver’s license, student cards, ration cards, birth/marriage certificates) and other supporting documents such as utility bills, school/hospital records.

They will be informed of the procedures when they arrive at the registration centre. Posters will be available at the centres explaining the process. They are requested to cooperate with the registration teams in answering their questions, to facilitate others to be registered.

Registered Afghans will receive a Proof of Registration (PoR) card that recognizes them as Afghan citizens living in Pakistan. The card will be valid for three years. Children under five years of age will be listed on the cards of their mother. No fees will be charged for this registration exercise.

Eligible Afghans in other parts of Pakistan will not be registered on 1 October. They will have to wait until the country-wide registration exercise officially starts on 15 October.
